Every federal solicitation has two sections that matter more than the rest for proposal writers: Section L, instructions to offerors, and Section M, evaluation factors.

Section L

Page limits, format, what volumes to submit, how to organize them. Violate L and the proposal can be rejected unread.

Section M

How the government will score you: technical approach, past performance, price, and the relative weight of each. Write to M. Every paragraph should earn points against a stated factor.

The discipline

Build a compliance matrix mapping every L instruction and every M factor to a place in your proposal. Nothing uncovered, nothing extra.

Beacon reviews solicitations with clients to make sure the proposal answers exactly what is asked.
